The Native American Program of Legal Aid Services of Oregon (NAPOLS) is a specialized legal services program that focuses on the Native community and American Indian rights. NAPOLS provides free legal services to income-eligible Indian Tribes, Native organizations, and individuals on issues that are directly related to the protection of Tribal sovereignty, self-governance, and treaty rights.

Currently, the Native American Program provides direct legal representation in the following legal areas

Wills and other estate planning assistance
Probate in a tribal court, or involving federal trust property
Guardianship in tribal court
Criminal record expungement

We also provide services and support for other issues on a case-by-case basis. Historically, these have included:

Economic Development
Nonprofit Organizations
Cultural and Archaeological Resource Protection
Protection of Religious Freedom
Indian Child Welfare Act Compliance
Health Care

In general, to be eligible for free legal help from NAPOLS:

You must be income eligible (under 125% of the federal poverty guidelines);
a U.S. Citizen; and
your legal need involves an issue pertinent to the Native Community. NAPOLS prioritizes Youth, Elders, and support of Tribal Courts.
